Howell County Projected Release Dates
A projected release date is a calculation or tentative milestone. It is not proof that a person left custody. Court action, credit, sentence structure, a parole decision, conduct, another agency's hold, or a corrected judgment can alter the date. The actual release record answers a different question: when did custody at the named facility end, and did the person enter the community or transfer elsewhere?
For a Howell County pretrial detainee, there may be no fixed date at all. Bond can permit release while the case remains open. A dismissal or court order may change custody, but processing still takes place at the jail. A person committed to the Missouri Department of Corrections may leave the county jail and remain incarcerated at a state institution. The county departure date is not the state release date.
Which Howell Release System Applies?
Begin with the sentence and facility. The Howell County Adult Detention Center holds pretrial detainees, people serving local terms, and people awaiting transfer. West Plains has a separate city detention center. Neither local system should be confused with MODOC. No state prison was identified in Howell County, so a state-sentenced person can be housed elsewhere while the Howell court case remains the legal starting point.

MODOC Howell Release-Date Fields
The MODOC Offender Web Search is an active-offender locator. It includes active probationers and parolees and excludes discharged-offender information. Search requires first and last name, considers aliases, and uses CAPTCHA. No public result was forced during research, so no unverified promise is made that the consumer result screen displays a projected date.
The verified date fields appear in MODOC Sunshine data. `$PC` is Sentence-I Minimum Release Date on an active sentence. `$PD` is Sentence Maximum Release Date or expiration date. `$SCF = Y` marks a completed sentence. Each charge can create another row, and sentences may run concurrently or consecutively. The sentinel values documented by MODOC also require care: `99999999` means life, `88888888` means indeterminate or interstate, and `66666666` means assessment or investigation in the stated date fields.

Nightly data is working data and may lag. For a former state prisoner, send a targeted Sunshine request with full name, birth date, DOC number, cause number, and the exact release or discharge status sought. Ask for format and cost estimates without assuming a fixed fee or response time.
Missouri Conditional Release Calculations
Missouri section 558.011 divides a qualifying non-life prison sentence into prison and conditional-release portions. For terms of nine years or less, the conditional-release portion is one-third. For terms over nine through fifteen years, it is three years. For terms above fifteen years, it is five years, with the prison portion making up the remainder.
Conditional release is supervised release, not final sentence expiration. The Parole Board can extend a conditional-release date toward the full term through the statutory violation process. A future conditional-release date therefore describes a legal sentence component, not a guaranteed day of departure. Presumptive parole timing is also tentative and depends on conduct and an acceptable release plan.

Howell Release Dates and 85 Percent
Some Missouri prisoners must serve 85 percent. Not all do. Missouri section 558.019 applies that minimum to the dangerous-felony circumstances stated in subsection 3, along with the age-70 and 40-percent alternative written there. Other parts of the statute address different minimum percentages tied to specified commitments or offenses.
The dangerous-felony definition and list are found in section 556.061 and can change. A charge label, rumor, or sentence length alone is not enough to apply the 85-percent rule. Use the judgment, current statute, MODOC computation, and case-specific guidance. Overstating this limit creates a false Howell County projected release date.

Good Time in Howell Release Dates
Under section 558.041, eligible people may receive additional good-time days on a superintendent's recommendation under MODOC policy. Credit may reflect orderly conduct and program participation. It can be lost or rescinded, applies only to the current sentence, and excludes specified commitments. The statute does not create one simple days-per-month formula.
This prison good time differs from earned compliance credit during probation, parole, or conditional release. MODOC says eligible supervision can receive 30 days of earned compliance credit for each compliant month under section 217.703. That reduces a supervision term. It does not move the earlier prison-release calculation in the same way.

Howell Jail Credit and Release Dates
Qualifying presentence custody can connect a Howell County detention period to a later state sentence. Missouri section 558.031 addresses jail-time credit. For qualifying sentences on or after August 28, 2023, the research confirms credit for qualifying custody related to the offense based on sheriff certification.
Credit is not found by subtracting every day spent in any jail. The offense relationship, judgment, certification, other holds, and MODOC's computation matter. A county record can document the custody dates, while the state record shows how those dates were applied. If the two sources conflict, preserve both statements and ask the jail and MODOC to reconcile them.
A locally sentenced Howell term has a separate calculation. The court judgment, authorized credit, jail policy, and holds control it. Section 221.170 contains a three-fourths discharge rule for a particular leave-privilege program in specified county and city classifications. Research did not establish that it applies to Howell, so it must not be generalized into a county formula.
Why Howell Release Dates Change
A release date can move in either direction. Some changes affect the sentence calculation; others affect whether a person may leave for the community on the expected day. The responsible agency must explain the current case-specific result.

Escape, interruption, and required programs can also affect computation when law or policy makes them relevant. None should be assumed from a delayed date alone. A no-result in active Offender Web Search may mean final discharge, spelling mismatch, exclusion, or no MODOC record.
Confirm a Howell County Release
Before the expected date, check the current custody source and ask the responsible agency about any change. For a state prisoner, the institutional caseworker or field officer can address the computation. After final discharge, use historical MODOC data rather than expecting an active-search result.
