A county record begins with the sheriff’s roster, weekly reports, and records unit. A city-jail record begins with West Plains Police and the associated court matter. Confusing the two can produce a false conclusion. A name absent from the Howell County sheet may never have been booked into the county facility, or city custody may have ended through a transfer rather than community release.
Howell County ADC Release Property
The sheriff’s inmate-property policy says a person should retain one suitable outfit for release. It also encourages people being transported to MODOC to release clothing the night before transport.
Property left after a DOC transport remains for 14 days before disposal under the county policy. This rule belongs to the Howell County ADC. West Plains describes a different period for its separate city facility.
The property rule can help identify which facility handled the departure, but it is not proof of the release date or destination. Confirm those facts in the custody record.
Howell ADC Custody Versus Release

Identity matching should use more than a name. Compare age or birth information when available, inmate and complaint numbers, arrest date, agency held for, and a sound chronology. Preserve conflicting dates and ask the custodian to reconcile them.
Howell ADC Booking Photo Record
The Howell booking process confirms that jail staff create a booking photograph. The observed current roster and sampled weekly reports do not display that image. Online absence therefore does not establish that no photograph exists.
When a photograph is relevant to identifying the correct booking, request it as a separate item on LESP 73. Ask whether a responsive image exists and request the open photograph or the legal basis for closure or redaction. Do not assume that every photograph must be disclosed, because the custodian must apply the rules governing that specific record.
The booking photo is an identity aid, not release proof. The Released Date and underlying disposition remain the fields that document the custody event. Match the image, name, inmate number, complaint number, and arrest date before connecting it to a release record.
Howell ADC Transfer Release Records
A transfer ends Howell County ADC custody but begins or continues custody elsewhere. MODOC receives state commitments at institutions outside Howell County. The active MODOC Offender Web Search is appropriate after state admission or during active supervision, but it expressly omits fully discharged people.
A federal or immigration hold also requires the receiving system. County departure to ICE does not mean community release, and the ICE locator is built for present detention rather than historical release.
